The Difficulties And Countermeasures Of Rural Governance In Petroleum Resource-rich Areas

Agriculture is the foundation of all socialist construction in China,and it is also an important force for China to build a well-off society in an all-round way and realize modernization.Therefore,the social governance problems in rural areas are highly valued by our party and government,and become a hot topic in academic research at home and abroad.From the historical development process,the governance of rural society in our country began from the ancient traditional society,experienced four different stages of development,and has played a positive promoting role on the rural areas of social and economic development.However,with the rapid socio-economic development,the governance of rural society has gradually begun to lag behind the social development of rural areas.The existing rural governance system has been difficult to apply to the development needs of rural areas and rural social governance has been gradually in trouble.Therefore,it has become an important practical subject to get out of the dilemma of rural governance and find a new way for the development of grassroots rural areas in China.The rural governance in resource-rich rural areas has both the common of general rural governance,but also the personality of a resource-based region unique governance.Based on the case study of resource-based Wangcun area,this paper selects the case of Qingyang Wangcun in the oil-rich region in China,objectively analyzes and summarizes the governance dilemma in oil-rich region Wangcun from non-institutionalized participation mechanism,the autonomy of villagers' autonomy and rural elite governance.By comparing the plight of village governance in resource-based areas and in general rural areas,from the political,economic,cultural,ecological four aspects,this paper further analyzes the governance dilemma of Wangcun.Because of the imbalance of the advantages and disadvantages,the polarization of the rich and the poor,the destruction of the ecological environment,the deep-rooted feudal superstition,it is difficult to form a rural governance "confluence",which lag behind the local rural areas of social development.Therefore,how to improve the oil-rich region Wangcun of rural governance,and embark on a new path suited to oil-rich region Wangcun development is to solve the current dilemma of entries appears the best choice of treatment.Based on the feasibility and operational analysis of the practical cases of rural governance in the relevant resource-rich region at home and abroad,this paper will draw on the practical experience of advanced rural governance in these developed countries,and follow the theoretical basis of the main principles of resource-based rural governance,and explore the oil-rich region of rural governance approach,from the cultivation of resource-based rural governance subject,the improvement of the contract management with oil companies,the collection of human resources in colleges and universities,and the explorement the open channel of rural governance.
