Research On Problems And Countermeasures Of Township Government In Construction Of New Countryside

All along, the problem of "agriculture, rural areas and farmers" is the party central committee under the state council, the focus of the work, is also a test of all levels of local government ruling level of main index, it not only relates to our country to achieve the goal of overall comparatively well-off society in an all-round way, and is also the focus of building a harmonious society. Party’s16session of fifth plenary session clearly pointed out that to build socialism new countryside as a future work goals for a long time, and20highly summarized the target word, become an important guidelines to carry out the new rural construction in the future. As the most basic unit of local government, village and township level government in the process of carry out the new rural construction, to promote specific work.Based on the analysis on the dynamic at home and abroad, taking Nancun town as a case, this paper analyze problems of Nancun town in construction of new countryside through surveys and case analysis, and put forward the effective ways to solve difficulties that Nancun government faces.Some results are obtained in construction of new countryside in Nancun town, such as the construction of demonstration village is high class and good effect; rural living conditions improve continuously, organization leadership strengthen continuously; democratic legal system perfect continuously, legal awareness strengthen further. But Nancun government faces some problems in construction of new countryside, such as organization set is not reasonable; administrative behavior is not standard, construction of civil servants team is weak, public finance system is not sound; cultivation of new farmers.is puzzled. The cause of these problems is comprehensive, such as understanding deviation, ideological imprison, the role positioning of township government is not clear, the relationship between township government and villager committees is dislocation; awareness on township government to construction of new countryside is deviation, awareness on civil servants of township government to targets of new countryside is misunderstanding.Based on the above research results, the author puts forward the effective ways to solve difficulties that Nancun government faces, such as setting up the concept of scientific development and harmonious development, optimizing township government institutions and operational mechanism, creating a learning government and high quality civil service team, strengthening the construction of administrative environment, perfecting the public finance system.
