Study On The Construction Of Township Government Governance In B Town

After the Third Plenary Session of the 18 th National Congress of the 18 th CPC Central Committee and the 19 th Plenary Session of the 19 th CPC Central Committee,it was proposed at the Fourth Plenary Session of the 19 th CPC Central Committee that the comprehensive implementation of the improvement of the governance system and the modernization of the governance capacity have become the fundamental requirements for contemporary China to build a modern socialist country,under this kind of background,each province and city separately promulgates each kind of policy,simultaneously obtained the gratifying achievement.Township government as the main body of the governance system,its governance capacity is also imminent.County Town B is an important economic town in the county,and also takes the lead in building the county's governance capacity,through relevant measures,considerable achievements have been made in the reform of the governance system,the governance concept,the economic outlook,the cultural construction of villages and towns,and people's livelihood,the current capacity of governance still can not meet the People's rapid development of the diverse needs brought about.Based on the background of deepening the reform of the governance system,taking the B town of Wencheng County in the reality as the point of view,and from the perspective of the grass-roots level,through the method of Literature Analysis and case study,this paper analyzes the problems of the reform of the governance system from the angle of the grass-roots level,this paper analyzes the crux of the problems existing in B town,and concludes that at present,b town still has the problems of insufficient efforts of the government's own construction,insufficient efforts of the participation of multiple social subjects,insufficient efforts of the construction of the social rule of law,and insufficient efforts of introducing high-level talents,based on the theory of governance and the spirit of the Fourth Plenary Session of the 19 th Central Committee,this paper proposes to strengthen the construction of the governance capacity of the town Party Committee and the self-construction of the government We should strengthen the construction of the rule of law,improve the government's ability of emergency management,perfect the management system,perfect the management mechanism,and promote the innovation of governance.Through the study of this paper,the author intends to face up to the current situation and problems existing in the grass-roots governance,and offer suggestions for further deepening the governance capacity building of Town B through the conception of improving the scheme,it also provides a little reference experience for the construction of township governance system in line with China's national conditions.
