Facing up with many problems of civil servants in our country, from the angle of constructing the administrative personality to solve existing problems and improve the spirit of public service and public service level is a feasible way. The chapter2of articles analyses the meaning of the administrative, the personality, and administrative personality. And contacting the reality of our country civil servants with the environment around them, having summed up our country’s civil servant administrative personality factors, they are high level of professional identity, the correct authority view, the identification ability of independence and good ethics spirit. Based on these four inscapes,the writer emphatically analysis of the status quo of our country’s civil servant administrative personality f. Then the article mainly analyzes our country civil servant administrative personality problems and cause analysis. Our country’s civil servant administrative personality mainly has four problems. They are, the lack of adequate professional identity, the negative power concept, the lack of independent recognition, and the ethics anomie tendency of personality. Reasons for these problems are mainly, social status diversity challenges on the role of the professional identity of public servants; three kinds of management rights, the rule of law, rule by virtue means to coexist weakens recognition of civil servants; administrative ethics sag being contrary to the high level of requirements of professional ethics. At the last, the article gives out related countermeasures to solve the problem of civil servants in our country. Strengthening the education discipline, ethical and moral education of civil servants and the ideal faith education, to improve their professional identity; improving power structure, setting up reasonable allocation of administrative power, at the same time strengthening the ability standard and responsibility standard, to help to set up correct authority view of public servants; setting up the feasible system, improving the system, and put effective system function into full play, to improve the independent recognition of civil servants; accelerating the construction of the institutionalization of administrative ethics, clearing the contents of the administrative ethics, and implementing the institutionalization of administrative ethics, To further implement the ethics of civil servants.
