He Study Of Non-institutionalized Political Participation During The Construction Process Of A Harmonious Society

Citizens’ political participation is the basic pattern and requirement of modern democratic system.As China’s market economy reform is deepening, a trend of diversification among stakeholders gradually emerge. The rapid development of the information technology enabled the increasing aspiration, capability and effectiveness of citizens’ political participation, more and more communitarian and interest groups enthusiastically joined the political system to express their interest demands.The party and government proceed citizens’ political participation orderly from all levels and various fields, which lead to a good development of citizens’ political participation at present.Based on the standard that whether the behavior of the main political participation in accordance with the existing procedures and system, political participation is divided into institutionalized political participation and non-institutionalized political participation.Each individual prefers procedural way or process (institutionalized participation) to obtain their own interests. Generally speaking, our country is in a society transition period, due to the problems in institution design such as imperfection, few accordance, oppressed participation channels, ineffective supervision of administration and lack of political culture, the design of institutionalized participation and citizens’ desire to take part in political participation is not compatible in terms of capability and aspiration; institutionalized political participation is still unable to satisfy the public interest, so non-institutionalized political participation became a compromise.Non-institutionalized political participation is the outcome of the interaction of various objective and subjective factors such as the special social environment during transition period and citizens’ political psychology.Thus the study of non-institutionalized political participation is a worthwhile topic among citizens’ political participation activities.This essay begin with the concept, objectively analyzed the current status, modality, basic features and the main cause of non-institutionalized political participation; proposed strategies to further establish and improve citizens’ institutionalized political participation from the institutional, public expression, technical and conception level on the basis of the actual situation of our country; guided citizens’ participation transition from non-institutionalized political to institutionalize political, conscientiously vindicate the rights of citizens’ political participation. All measures are of great significance for China’s democratic politics development and harmonious society building.
