In recent years,with the development of Chinese socialist new countryside’s construction,the majority of farmers participate in political activities actively year by year,the ways and means of participation in political activities become diverse gradually,but also there have some phenomenon which show indifference or even reject to political participation.Due to the majority of farmers at this stage own economic level,the quality of the cultural and social regulation factors and impact,the whole of farmers’political participation showing complex,and involved in the overall political level lower trend.The Seventeenth Party Congress report clearly pointed out the need to expand the scope of rural mass self-government to expand the quality and level of participation of the masses.The Eighteenth Party Congress in the just concluded soon also stressed the sound vibrant grass-roots mass self-government mechanism to expand the orderly political participation,and to broaden the scope and means,rich in content and form.Thus to improve the farmers’political participation of farmers in the new period of political participation has a positive meaning and value.This paper is based on the Marxist political participation theory,elaborate the concept,value and function of farmers’political participation,and have a profound analysis of the current situation and characteristics of political participation of the farmers in the new period,and sum up the factors restricting the level of political participation of farmers and learn the views and opinions of many experts and scholars at home and abroad,propose the measures to improve farmers’ political participation.The first part elaborate the background and basis of this article,summarize briefly the domestic and foreign academic research on the political participation of farmers;The second part discuss the concept of farmers’political participation and Marxist classical writers for the definition of the theory of the political participation,and have a detailed analysis of the value and functionality of the farners’ political participation;The third part,outline mainly the motivation of present farmers’ political participation and the ways of farmers’political participation,and summarize the characteristics of the farmers’ political participation;The fourth part, which is based on the characteristics of the farmer’s political participation, and use multi-angle analysis methods to analyze and clarify the constraints of the farmer’s political participation raise the level of the various factors;The fifth Part, according to the characteristics and constraints of farmer’s political participation, from multiple angles include improving the economic situation, improving the system of participation, cultivating a sense of participation and the incentive angle propose a number of measures to promote the new era farmers’political participation.
