The development of market economy provide more and more high quality of life for people. Accordingly, the political enthusiasm and political demands of citizens are increasingly rising. However, throughout our country in recent years occurred in the field of social and political irrational participation, found that the citizens of non-institutionalized political participation growth spurt occurs even in some years. This means that people are enjoying the great achievements obtained since the reform and opening up, the consciousness of rights and rights consciousness is also growing. With the development of economy, the social structure has undergone profound changes, economic development is not balanced and power is too concentrated.The social resources has not been allocated reasonably and the pattern of interests is reorganized, with the expanding gap between the rich and the poor caused interests of each class, group,individual is increasingly diversified and complicated situation.Firstly, the paper makes its views through the history and evolution of the concept of non-institutionalized political participation, combined with the current social situation in China from concept to define political participation. As a corresponding concept of political participation, non-institutionalized political participation and has a logical basis for its existence institutionalized political system during the construction of the inevitable outcome. It found that the current non-institutionalized political participation of Chinese citizens are mostly aiming at influencing the implementation of existing policies, policy-making process for the formation of that decision-making rarely involved from citizens and non-institutionalized through political participation survey. Therefore, it is very necessary to study how the institutionalization of political participation of citizens to non-institutionalized from that point.Secondly, the evolution of urbanization found that all levels of conflict has been thinking, ideological conflict becoming a conflict of interest, through a variety of channels to express their political demands, seeking to maximize its own interests also derived from a variety of non-institutionalized forms of political participation, to try to influence government decisions combined with the specific scene. And because of insufficient effective supply system practical reasons, it is difficult of citizens to use the existing system to achieve their own ends, Will inevitably occur with the rules and norms phenomenon conflict, thus forming various forms of non-institutionalized political participation abnormal development.Subsequently, it found that the non-institutionalized political participation for the current society had a greater negative impact depending on the case Implementation of the non-institutionalized political participation within the existing institutionalized political system not to be promoted, but also indeed the existing political system to produce a certain effect. As a special form of citizen participation, it has a positive side to our current modern democracy, such as inspiring enthusiastic participation of citizens, excavating the truth, enhancing the capacity of public oversight authority, expanding citizens’ participation. However, the negative impact of the non-institutionalized political participation in social and political systems produce is far greater than a positive effect. To eliminate the negative effects of non-institutional political participation, it should analysis the main factors from the external environment and participation. Based on current trends in this study, it found that because the impact of a variety of subjective and objective factors, the current form and content of the non-institutionalized political participation presents a number of new features, social stability caused a serious impact. At the same time seriously disturbed and impeded our democratic politics, to maintain social stability and achieve social stability and harmony new challenges.Finally, it is necessary to find the root causes of social impact of non-institutionalized political participation brings. It is not yet complete in the current political system of our country to institutionalize the situation, and will be intertwined with various social contradictions and long-standing, but never makes citizen participation in the political life of the norm. This study attempts to economic development, mechanism construction, network participation, political and cultural aspects of the system to the non institutionalized political participation of political participation and put forward reasonable governance choice,and it has an important practical significance to the realization of democracy construction in China.
