Scientific and effective government performance evaluation can enhance theperformance of the government, improve the government’s image and improve thelevel of government performance management to some extent, and then the scientificperformance evaluation system is the key to the assessment of governmentperformance. However the Government Performance Evaluation in China is still inthe early stages of development and application. Although there is balanced andstrategic concept in the current government performance evaluation system, butreflected not so adequately, it is still inferior to Western countries on the importanceof internal and external communication as well as long-term strategies.Pressure-control style performance evaluation model appeared many problems andgave rise to a series of adverse consequences. The most prominent problems includethe following aspects. Firstly, measurement is out of line with the Government’sstrategic vision and mission, secondly, focus on goals’ achievement and pressuretransmission, thirdly it dependents on the economic indicators and purely quantitativeindicators; fourthly, it’s not able to measure the long-term performance scientifically,lastly, it give rise to "achievements" image projects frequently. In view of this it isurgent to our country to change the government’s performance evaluation model. Itshould introduce the Balanced Scorecard, to build a set of scientific, reasonable andeffective strategic performance evaluation system to provide useful guidance forChina’s government performance evaluation, just as vision-excitation style evaluationsystem.This paper concluded four parts. The first part describes the research backgroundand significance, also the research status and innovation. The second part elaboratesthe theory about remodeling government performance evaluation system. The thirdpart discusses the main problems the of strategic management-oriented traditionalgovernment performance evaluation system. The fourth part proposes the basiccountermeasures to remodel the strategic management-oriented governmentperformance evaluation system. This chapter starts from the transformation ofgovernment Performance evaluation model, summed up the key points to reinventgovernment Performance evaluation system from the perspective of strategicmanagement. The specific shaping strategies conclude three parts, first, change the concepts to design the government performance evaluation system. Second, to designgovernment performance evaluation index system relied on the balanced scorecard.Finally, to make the government performance evaluation mechanism and methodsinnovated.Vision-motivated government performance evaluation system is helpful forgovernment to establish the scientific development concept and the correct view ofachievements. It can contribute to the government departments’ improvement ofmanagement performance and management level. It made government performanceevaluation more scientific and to be of more operability. This paper’s innovation partsconclude two aspects. First, propose the Government performance evaluation modeshould change from the pressure-control style to the vision-motivated style.Pressure-control performance evaluation model highlights a series of drawbacks suchas the lack of flexibility and elasticity. Vision-motivated government performanceevaluation model can make up the defects of pressure-control governmentperformance evaluation system to a certain extent. It can contribute to scientific,systematic and long-term oriented government performance evaluation. Second, buildstrategic management-oriented government performance evaluation system relied onthe Balanced Scorecard. The author used the Balanced Scorecard to optimizegovernment performance evaluation system, and provide a theoretical basis for amulti-dimensional government performance evaluation. It can promote theimprovement of government strategic management mechanism.
