Research On The Performance Evaluation System Of Government Strategic Management

Government performance evaluation,as an important component of government performance management,is a useful tool for measuring and evaluating the results and efficiency of government management activities.However,under the traditional administrative mode,the government is rarely concerned about its own strategic issues.With the increase change of economic and social environment and the growth of people's expectation,it is necessary to introduce the strategic management of government performance evaluation and reconstruct the government performance evaluation index system based on the strategic management perspective.This paper starts from the connotation of strategic management and government performance,expounds the connotation and necessity of current local government's strategic management performance evaluation system.what's more,by comparing and analyzing the government performance appraisal model with different theoretical frameworks,constructs the government performance management performance evaluation system.Secondly,based on the case study of Huizhou government's strategic management,this paper analyzes the theoretical basis and practical significance of PV-GPG theory on the construction of government's strategic management performance evaluation system.Finally,according to the PV-GPG theory framework,the construction of public value and the realization of logic,with the aspects of the design principles,assessment of the main body,the process of the link and the set of index to explore a set of Huizhou government strategic management performance evaluation system.Hopefully this paper can indicate some countermeasures and suggestions for Huizhou government to enhance strategic management capacity.
