The Thinking Of The Legislation Of The Poverty Alleviation And Development In ’Xiangxi Area’

Xiangxi area including Xiangxi Tujia and Miao Autonomous Prefecture, HuaihuaCity, Zhangjiajie City, Shaoyang City and Jiang Hua Yao Autonomous County,Yongzhou city and Jiangyong County, a total of39counties (cities, districts), is animportant one of the three sections of the regional economy in Hunan Province. For along time, constrained by the historical level of development, geographic conditions,infrastructure and other factors, the problem of the inadequate development and themajor economic indicators lagging behind are more prominent, the Xiangxi area hasbecome the most concentrated poverty, has become the most concentrated poverty, thelowest level of the well-off achieving, the most backward area in Hunan province.In order to speed up the development of the Xiangxi area, since2004, the provincialparty committee and the provincial government in promoting poverty alleviation anddevelopment in Xiangxi area, and achieved certain results. However, due to theomission that the poverty alleviation and development of Xiangxi area has on thelegislation of the basic system and basic norms, and influence the actual effect of thepoverty alleviation and development. The gap between the Xiangxi area and other areasof the province had a growing trend instead of the reductions. This phenomenon shouldbe paid more attention.From the current situation of the poverty alleviation and development of Xiangxiarea, using of a lot of objective and informative statistics, This paper takes a deepanalysis of the results and problems of the poverty alleviation and development ofXiangxi area, and discusses how to strengthen Xiangxi area development’s legislationand other related issues.This paper describes the basic situation of poverty alleviation and development inXiangxi area. Then analyzes the legislative foundation for poverty alleviation anddevelopment of Xiangxi area, and combined with the practice and Enlightenment of thedevelopment of legislation on poverty reduction in China, based on analyzing theconflict of poverty alleviation and development legislation in Xiangxi region, thecoordination of poverty alleviation and development of legislation are analyzed, putforward the preliminary ideas of conflict resolution.
