The people’s Congress system is the fundamental political system in China’sconstitution. People’s congress proposal is an important channel to urge the state organs toimprove their work, realize democratic decision-making. Handling people’s congressproposal is legal duty of the government and its departments, an a painstaking work.Xiangtan city has been attached great importance to handle people’s congress proposal.Facing the heavy task of the number, Xiangtan city still made certain achievements in thesystem construction, innovation, pursuit of effect. And the work in the leading position inthe province.. But there are still some problems that can not be ignored, such as personalqualities to be improved, working backward mode, impact of the fiscal system reform,department of poor work, lack of oversight mechanisms and so on, these problems are notconducive to the implementation of the proposal, effect of people’s enthusiasm, hinderedthe economic and social development of Xiangtan. The causes of these problems are manyreasons, such as: the phase of the development of socialist democratic politics;understanding of the department is not in place; the economic and social developmentlevel is too low; and the government system is not smooth.Through investigating, visiting related personnel, consulting relevant documents andfiles, the writer puts forward four measures to strengthen management work: one isthrough the establishment of accountability, voting, performance evaluation mechanism,set up to handle system of rigid; two is to improve the people’s Congress structure,gradually implementing the full-time deputy and the perfect deputy supervisionmechanism, to further improve the system of people’s Congress; three is through thetraining, researching, to ensure that informed government, improving proposal quality,improve their level of representation; four is through the establishment of a soundmanagement system, right work relations, innovation management, strengthen teamconstruction, method to ensure for funding, innovation management system.
