Reviewing Party’s Leadership Over Social Security Cause Since The Party’s Sixteenth National Congress

Since the Party’s sixteenth National Congress, the Central committee of the Partyproposed the Scientific Outlook on Development as the important guiding ideology andstrategic task of construction of a well-off society in an all-round way and building asocialist harmonious society, with taking explicitly establishing social security systemcovering both urban and rural residents by the year2020as one of the goal and maintask of a well-off society in an all-round way and of harmonious society. Social securityregarded as the core institutional arrangement of building a harmonious societytransformed from supporting measures of the economic system reform enters into aperiod of rapid development since gaining the development target and direction.The Scientific Outlook on Development that puts people first and calls forcomprehensive, balanced and sustainable development, scientifically answering thefundamental theme of the "for whom, by whom and how to develop", embodies theMarxist worldview and methodology for development, and is significant strategic ideasand guidelines instructing the socialism economic, political, cultural, social constructionwith Chinese characteristics in the new period. In the historical process of buildingsocialism with Chinese characteristics social security system, we must take thescientific outlook on development as guidance, to implement the basic principle ofpeople-oriented to all aspects of the construction of social security, to instruct the wholeprocess of social security construction.Since the Party’s sixteenth National Congress, the Chinese government who putspeople first and adheres to fair share value orientation, holding wide coverage,basic-level, multi-layer, sustainable policy, balances the development of social securitysystem between urban and rural area, and gradually formed a path of social securityconstruction with Chinese characteristics and in accordance with China’s actualconditions. As of late2012, the most important basic pension, basic medical andminimum living security system of social security system has realized the coverage toall people, which lay a solid foundation for promoting economic and social coordinateddevelopment and building a well-off society in an all-round way.To meet the scientific outlook of development and the strategic requirements ofbuilding a harmonious society, there are many serious challenges in the process of thefuture development of China’s social security system. We should further implement TheScientific Outlook on Development, focusing on enhancing the fairness, suiting liquidity, ensuring sustainability, to continue to reform and perfect the social security system sothat the people can share the achievements of economic and social development.Standing in the height of consolidating party’s ruling status, we must reform andimprove the leadership over social security cause, to enhance party leadership abilityand level over social security undertakings, to push the perfection and development ofthe socialism social security cause with Chinese characteristics.
