Study On The Problem Of Urban And Rural Social Security In The Constructing Of A Harmonious Society

Urban and rural social security system, related to the vital interests of every citizen, is the exemplification of fairness and justice for the process of building a harmonious society. The party’s 18 th report proposes a new scientific proposition that "promote the overall development of urban and rural social security system," which is also the current period ahead important strategic task to the party and the country. However, due to the constraints of economic, historical, ideological and other factors, China’s social security system has not been able to achieve overall development. For now, there is a big difference in the development of urban and rural social security system. Compared rural to urban in the social security system, it is relatively backward on the project, the cover and the treatment. Therefore, the goal of building a socialist harmonious society, promoting urban and rural social security system in rural development is of great significance.This paper first discusses the concepts of urban and rural social security system, basis on research and major significance. The research based on urban and rural social security issues includes both theoretical and practical basis, and the urban and rural social security is conducive to the overall development of economic construction, urban and rural surplus labor in favor of mobility, in favor of social justice as soon as possible, in favor of the party to improve the ability to govern.Secondly, the current status of the development of urban and rural social security, and the differences are analyzed, to describe the negative impact of the current urban-rural differences bring. Respectively, the status of urban and rural social security development are analyzed to arrive at the differences between urban and rural social security system, and then introduces the negative impact caused by this difference. The third and fourth part, the key parts of this paper, focused on urban and rural social security issues are encountered in the process of building a harmonious society, and come to realize the path of urban and rural social security system. Mainly from the social protection system in urban and rural construction in thinking and understanding, institutional mechanisms, funds support, management currently four issues to illustrate the main problems encountered in the process of co-ordination, and propose appropriate solutions to solve these problems, namely to achieve path.
