Since June2002, the construction of Wuhan Metropolitan area in HuBei province has made a series of cooperation, and has achieved remarkable results. However, the phenomenon of the "fragmentation" in the governance of the Metropolitan area still exists."Fragmentation" means a split within the government departments in various types of business, a split between government departments and between local governments."Fragmentation" of the formation of the government management model has gone through a long period of history, and has its unique historical conditions and social background.Fragmentation phenomenon in the governance of the Wuhan Metropolitan area:there is the phenomenon of fragmentation in the international public affairs governance in Metropolitan area, cooperation and coordination mechanism is not perfect.The lack of legislative protection.The lack of resource sharing and exchange platform.Management model is characterized by Professional division of labor, functional partitioning and hierarchically government.lt leads to the the "fragmentation".Although the local government in China has the the motivation of cooperation, but because of our management system, the cooperation of local governments encountered difficulties.The fragmentation of the public administration is one of a constraining factor.The fragmentation of the administration was caused by specific social conditions.The fragmentation of the public administration is one of the consequences of bureaucracy.It used to be a clear division of labor, hierarchy distinct advantages to adapt to the social environment, and now has become a fragmentation of the obstacles to the provision of quality public services.The first and foremost consideration of the local government in the Wuhan Metropolitan area is the the interests of organizations itself rather than the interests of the integrity,In a number of areas, such as water pollution control, transportation construction and management, environmental protection and other aspects did not form effective collaboration or cooperation is not in place.Holistic Governance is solution of the growing problem of "fragmentation" in the government management.Holistic Governance aims to achieve the target of public services through the formation of the network structure of the public sector, administrative resources, social organizations and other relevant organizations. In the current social environment,we can not rely on the public sector isolated from each other to achieve the public service, can not rely on the establishment of a new "super sector" to achieve public service,can not rely on government agencies alone, can not rely on market players or social subjects.Only effectively possible way is to achieve cross-sectoral cooperation,cooperation between the public sector and the private sector, government and non-governmental organizations, as well as higher levels of government and between the lower levels of government. Wuhan Metropolitan area need to establish integrated collaborative philosophy, establish integrated collaborative system, improve the coordination type operating mechanism, innovative coordination-type system specification aspects to achieve cooperation.
