The health and safety of drinking water is directly related to the majority ofpeople’s health and life safety. It’s also related to the normal order of productionand life. Direct drinking water in the1980s originated in the United States andother Western countries. Shanghai First began to adopt in1993in China.. Thefresh-purified drinking water is a water supply mode through water treatmentequipment on the spot and the spot directly sold in bulk water. Shanghai watervending mode is the sale of water through water vending machine. But thelocation of water vending machine does not comply with the relevant healthrequirements, the lack of the necessary security, close to sources of pollution,such as report complaints.Relatively small domestic water regulatory model for the fresh-purifieddrinking water is relatively less. Countries for the fresh-purified drinking waterabout how to manage the sale of water is not introduced formal laws andregulations. More documents just focus on the domestic references regulators ofwater quality supervision and inspection, or on-site investigation of theoperating company of the responsible party, and mostly confined to the part ofthe county. The purpose of this study is now on the fresh-purified drinking waterin recent years, the current system of Shanghai water health status monitoring and water quality testing data and to obtain data for statistical analysis. At thesame time carry out the city and the fresh-purified drinking water systemregulatory investigations. Analyze the regulatory situation and effect of thefresh-purified drinking water, including the investigation of water quality, healthconditions and consumer satisfaction situation, looking for main problems of thecurrent regulatory approach. Combined, why should regulators, how to regulatemore effectively the theoretical issues, refer to international popular theory ofregulatory and supervisory approach, propose practicable and efficientregulatory model for Shanghai and propose targeted policy recommendations.The main research content are:First of all, in theory, this study will use government micro-regulationtheory. The current law system for the fresh-purified drinking water are based onthe “Food Sanitation Law”,“the People’s Republic of China Disease PreventionLaw”,“Drinking Water Health Supervision and Management Measures” and“Shanghai Fresh-purified Drinking Water Supervision and Managementmeasures", four laws and regulations.Second, in effect, the current system of the fresh-purified drinking water iseconomic regulation mode. From water quality regulatory effect over the years,water quality sampling pass rate gradually increased. The business units did abetter job on the management. There is a lack of ambient water vending machineand machine maintenance. On correlation analysis, significantly correlated withwater quality compliance only with water dispenser ambient. Through peoplesatisfaction survey, water vending machine cleaning frequency, the surroundingenvironment, the operation and maintenance are of four lower satisfactioneffects.Third, the problems and causes, problems exist in the current regulatory mode popularity including the legal literacy are not enough, the dailysupervision there are a handful of blind spots, water vending machine dailymaintenance level is not high, vending poor sanitation conditions around thewater machine, water quality and public expectations are still gaps, watervending machine complaints reported much, the fresh-purified drinking water isnot awarded much, and so on. The causes of the problem including relevantlegal norms need to be improved, water quality spot check, inadequateadministrative sanctions, lack of a powerful constraint mechanism, watervending equipment unreasonable settlement, day-to-day managementimprovement, poor public propaganda, etc.Finally, from the combination of three kinds of regulatory model forShanghai International Inspiration, we propose to build new "five regulation"regulatory model for fresh-purified drinking water, including enter regulation,service regulation, equipment regulation, price regulation and social regulation.We also make recommendations to improve the "five regulation" regulatorymodel. The recommendations includes improving relevant laws and regulations,the implementation of the supervision and guidance training, strengthening themedia propaganda, improvement of equipment and protective four aspects ofsite selection.
