Since May1,2008the law of the ‘People’s Republic of China governmentinformation disclosure ordinance’ enacted,the start of our country governmentinformation disclosure work of the in-depth development of step by step in an orderlyway,citizens in the full enjoyment of the right to information to legal protection justfive years after,they had to face from the media age tiptoes in.Along with thehigh-speed development of the Internet,to blogs,microblogging and BBS as arepresentative of the media,with its more liberal characteristics compared withtraditional media,is bound to have profound influence on the government informationpublicity. Based on government information disclosure,this paper combined with sincethe media age,balance in public administration theory as theoretical framework,fromthe equilibrium theory of incentive mechanism,restriction mechanism and consultationmechanism three aspects from the media in the process of government informationpublicity,espectively,as communicators,supervisors,and feedback the three roles,andanalyze its positive or negative impact of government information publicity,and putsforward the government information disclosure under since the media age,for theChinese government under the media era through effective performance of thefunctions of the government information publicity to establish a service-orientedgovernment,improve the citizen’s political participation enthusiasm has certainreference significance. In detail, From the following four parts to launch:Firstly need to make clear the relevant concept and theoretical basis,inrespectively explained from the media,traditional media and the meaning ofgovernment information disclosure from the difference between the media andtraditional media,and using the service theory,theory of "social contract",he theory ofrationality of the government information publicity,and finally analyzed the theoreticalbasis of coexistence of media and the government information disclosure and public participation by the people’s sovereignty theory theory support.And then,make sina weibo as an example to probe into the media’s influence ongovernment information publicity way,first analysis of the media can work for thegovernment information disclosure new features,including distribution functions,focuson function,comments and forwarding function,the function#topic#and@function,these functions are obtained in the process of government informationpublicity,specific applications,including live weibo,micro interviews and lousy tailnews,etc.It is the focus of the full text that balance in public administration theory astheoretical framework,research from the media’s influence on government informationpublicity effect,first analysis equilibrium theory of mechanism and the media play arole in the government information publicity,the corresponding relationship tocalculate theory of media in an effort to balance the incentive mechanism,restrictionmechanism and coordination mechanism for the frame corresponding to thecommunicators in the government information publicity,supervisors, and feedback thethree roles,from the three roles,and discusses the positive effect of the governmentinformation publicity from the media influence and negative influence.
