The idea of freedom of information is honored by the time, after more than 300 years of evolution and development, it has been verified in the theory and practice of national information legislation. The external features of government information publicity are discussed by different scholars as one kind of administrative behavior from five aspects of influence factors, policy enforcement, user needs, performance evaluation and social participation, and the inherent requirements of government information publicity are expounded as one kind of legal system from three aspects of legal application, law comparison and law improvement. Government information is a content-rich concept, defining the scope of government information effectively is the theoretical needs of dealing with information behavior. It derives from all areas of social life, various game behavior is carried on by different information subject in order to obtain the value of the potential benefits within the framework of institutional constraints.Evolutionary game theory breaks through the restraint of "perfectly rational" hypothesis in traditional game analysis, absorbs the reasonable viewpoint of system theory, analyzes the game model using mathematical equations. Government information publicity is organic combination of legal system and administrative behavior along with the decree was enacted. government information publicity can be divided into two types which are voluntarily disclosed and disclosed by application according to the provisions of Government Information Publicity Regulations", application behavior and publicity behavior need pay a certain number of costs or expenses, there are many differences in the cost of revenue under different circumstances, payoff matrix of each side of the game changed greatly in the case of the introduction of monitoring mechanisms, so the concrete problem need a concrete analysis.As an agent of the public, the media has irreplaceable responsibility and obligation of information supervision, which can also produce costs and the corresponding income. Therefore, the game between government departments and the media presents the different effect. The media will be managed and restricted by government departments while supervising government information publicity behavior. Based on analyzed different types the costs and benefits of the information subject, constructed three types of game models which are evolutionary game between government departments, evolutionary game between government departments and the public, evolutionary game between the government and the media. Replicator dynamics equation and evolutionary stable strategy have been used to analyze the different models, the paper summed up the corresponding conclusions, proposed some targeted suggestions, provided scientific and theoretical reference for government information publicity optimization.
