Informatization and globalization rapid development, now the network as the core ofinformation technology in the development of our playing a more important role. Socialinformation data, users, we are the main producers and the owner is the government, neverhad the change is in progress. Now, all countries in the construction of electronic government,this technology was immediately all industrialized countries included in the reform process. Inresponse to the "information highway" to five main use areas, the first of the list is theelectronic government. Now this technology is widely used in many countries.However, the domestic large and medium-sized cities and developed the high-speeddevelopment of electronic government affairs in stark contrast, we are a big part of grass-rootsgovernment is still very backward. Therefore, in the development of electronic government,can not ignore the construction of the electronic government. Electronic government affairs atthe grass-roots level of the informatization level of high and low directly determines thee-government of our country government level, directly decide our modernization process. So,analysis method and strategy of the construction of the e-government at the grass-roots level,has important practical significance and theoretical significance.This article adopts the research train of thought of theory with practice, in analyzing thetheory of the electronic government affairs and the traditional government affairs, on the basisof examples and analyzes the problems in the construction of grass-roots governmente-government, and the reason for the existence of the problem, the system of grass-rootsgovernment e-government construction in China are put forward for further development trainof thought. Finally in combination with their own advantages and feasibility based on theanalysis, proposed the construction of grass-roots government e-government implementationsteps.
