Research On Standardization And Normalization Construction Of Grass-roots Government Affairs Openness Of Tax Administration In C City

Promoting the openness of government affairs is the core of the modernization of national governance system and governance capacity.It is an important measure to speed up the construction of sunshine government,transparent government,rule of law government,clean government and service-oriented government to carry out the standardization pilot of grass-roots government.City C(county-level city)is one of the 100 counties(cities,districts)pilot areas designated by the State Council to carry out the standardization of grass-roots government affairs.In recent years,City C has conscientiously implemented the relevant decision-making and deployment of the Party Central Committee,the State Council and the party committees and governments at all levels,and actively piloted the standardization of grass-roots government affairs,especially in the field of tax administration,to promote the quality of work,law enforcement norms and service efficiency.However,with the development of the market and the increase of taxpayers,there are many problems to be solved.This paper will take City C as an example,using many research methods,such as theoretical research,empirical analysis,comparative analysis and systematic research,to study the standardization construction of tax administration.First of all,based on the social background and research significance of the standardization of tax administration,this paper reviews the research results at home and abroad,points out the research ideas and methods,and points out the innovation of this paper.Secondly,it expounds the related concepts such as the open standardization of government affairs,as well as the theoretical basis of the new public management and new public service involved in this research content.Third,through the field investigation and analysis of C City tax management grass-roots government open standardization pilot situation,introduce the main practices and typical experience,find out the existing problems and in-depth analysis of the reasons.Then it introduces the practice and Enlightenment of the opening of international tax administration.Finally,it puts forward specificsuggestions to promote the standardization of “five openness”,strengthen the construction of platform,improve public participation,strengthen the construction of team,etc.,in order to solve the problems in the current pilot of standardization and normalization of grass-roots government affairs in tax management,and further provide some reference for the pilot of standardization and of grass-roots government affairs openness in an all-round way.
