As an important invention of human society, television deeply affects human living.It is a surprising media different from paper, if there’s any improper content spray fromtelevision it must bring the ill effects. Thus, every country and region with their culturaldifference have different level of supervision. However, for the television regulations, itinvolves the basic human rights-freedom of speech, it regularly cause controversy of“necessity” and “legitimacy”. The following thesis is going to start with constitutionaltheory,discussthetheoreticalbasisandpolicyobjectivesofthesupervisionoftelevisionprograms.Currently, the conception of the supervisal system in Mainland China is well.Nevertheless, it also exist many problems like “blurred standard of law enforcement” and“unclear process of law enforcement”. These problems bring scholars into reflection.There’s a saying,“An ass in Germany is a professor in Rome”. Taiwan is a part ofChina. Both Mainland China and Taiwan have individual television regulations ofthemselves. Therefore, to conclude the essential suggestions, by the document analysisand the case study, the following content is comparative studied between the televisioncontent supervision system of Mainland China and Taiwan and analyzed two sides in thetelevision regulation.According to the results of the research, there are references for improving thetelevision program supervision.1. Establish the independent institution to in charge of thetelevision regulation.2. Set up the television content rating systems.3. Establish the clearand the concrete law enforcement.4. Enhance the transparency of the review process,protect the right of reply of the parties and fulfill the administrative remedy system.
