Research On The Property Declaration And Notification System Of Leading Cadres Based On The Perspective Of Inner-party Democracy

Property declaration and notification system for civil servants, is recognized as the "Sunshine Law" in worldwide. The system is intended to public property status of civil servants, in order to test and prove that public power running just as clean. Property declaration system was originated in Europe by centuries ago, as a result of the process of political democratization in western countries. The system got a late start in China, but as an effective tool of anti-corruption it provides a new train of thought for the construction of building clean government in China. We should combine international experiences with our national conditions enable to make the Property declaration and notification system suitable for Chinese realities and ensure the effective implementation of the system. Accordingly, based on the investigation and analysis of domestic and international experience, the thesis select inner-party democracy as its perspective to study the Property declaration and notification system of leading cadres in China.This dissertation is organized by four chapters:The first chapter starts from introducing the research background, the effect, and the relevant concept, followed by summarising the worldwide research results on the Property declaration and notification system. Then it explains the methodology, basic structure and its originality in this work.The second chapter aims at exploring the Property declaration and notification system in domestic and abroad. The existing problems and situations of the system in China are revealed both by contrastive analysis on the theoretical and practical of the systems in foreign countries, and the study on the background of property declaration construction and local practices in our country. Furthermore, the reasons and inspirations on our dysfunctional assets declaration are discussed.The third chapter suggests the possibility and advantages of the Property declaration and notification system when introduced the role of inner-party democracy, showing the positive effect of inner-party democracy on anti-corruption. It emphasises on the study of necessity and probability of combining inner-party democracy and property declaration.The fourth chapter conducts the main path of promoting the Property declaration and notification system in the view of the necessity and feasibility analysis. It presents the macro policy framework and the specific practical way of improving the system basically from different aspects.
