Research On County (Department) Level Leading Cadres Of The Property Declaration And Notification System

Property declaration and notification system has always been named as SunshineAct, establish this system is an important measure to prevent and punish corruption inthis world. Many countries or religions have legislated or build this system andachieved certain results. Property declaration and notification system in China isbrewing, but as yet there is no legislation which has caused public discontent. How tochoose a breakthrough to make the promotion of this system more feasible is the rightthing we should do, for the purpose to serve the Chinese government’s anti-corruptionwork, and improve the government and its staff’s ability to govern and build publicconfidence.This paper selected the county (department) level leading cadres as the researchobject of property declaration system. First, on the basis of a more comprehensiveoverview of domestic and outside experts and scholars from the relevant researchliterature, initially set up the structure and the analytical framework of this writing,which is the starting point and basic of this thesis. Secondly, deeply analyze therealistic background of the implementation of the county (department) levelleadership cadres for property declaration and notification system in China. And inorder to learn about the cognitive and views of different people in society, this articlealso use the form of questionnaire. All this is for the purpose of further study toprovide a reference for our property declaration and notification system of theimplementation of county (department) level leading cadres. Then decompose thetheory and practice of China on the property declaration and notification system, andselect Altay, Yinchuan of Ningxia, Xiangxiang of Hunan which are the three pilotareas that implement on county level leading cadres in order to analyze the existingproblems. In the end, based on the above analysis, the corresponding policyrecommendations have been made to provide the basis for the formulation of policiesof the government decision-making departments, with particular emphasis on targetedand practical policy recommendations.
