| Supervision and restriction of power is valued by various countries of the world. Thehistory of western thoughts of power restriction goes as far back as the ancient Hellenictimes. With the development in several centuries, it has formed a relatively mature theorysystem.In China, although the supervision and restriction of power system has madeconsiderable progress, there are still some institutional imperfections due to the late start.The excessive concentration of the power of “the first in command”, the opaque of poweroperation system and other issues have not been able to be effectively addressed. Incurrent cases of corruption,“the first in command” corruption cases in terms of thequantity or the proportion of total numbers in that year, deserves our attention.As “the firstin command”of county, county party secretary has become a high-risk group of corruption.The county party secretary who has strong power and heavy responsibility plays a rolein linking. County party secretary is the person in charge of the party’s local organizationsat the county level, and on behalf of the image of the party and the local governments.Atthe same time, owing to dealing directly with the people, as a grass-roots “the first incommand”, county party secretary is gaining increasing concern. Therefore, the harm andinfluence caused by the corruption of county party secretary can not be ignored. On thebasis of internal and foreign condition of supervision and restriction theory, this paper willchoose this particular group as the object of study by comparing the Chinese and foreigndevelopment and research. According to the performance and features of the corruption ofcounty party secretary, this study will analyze the operation and supervision mechanism ofpower, as well as the related public policies and regulations currently enacted in China.Itaims at exploring the root causes of power for lack of supervision, and intends to proposestrategyies under the current political system in China. |
