| China has more than2800county-level administrative units, many county population of over1000000. Therefore, the stability and development of the county directly affects the stability and development of the country. County Party committee secretary is our party in the main leader of the county, has great power, is the power of a county development, is also the most basic strength of our party’s ruling. However, the county Party committee secretary of the excessive concentration of power, the lack of restriction and public and prone to corruption, a certain degree of damage to the local stability and the party’s credibility. In view of this, our country to strengthen the county power supervision, prevention and limiting corruption of secretary of county Party committee in some extent. However, due to our long term only attach importance to the county power supervision while neglect the study of power restriction, still did not solve the problem of corruption from the root of secretary of county Party committee.
