Research On Performance Evaluation Mode Of E-government Service Quality Based On Public Value

The trend of e-government developement becoming more and more important forauthorities to improve their functions，especially the "low efficiency" and "bureaucratic"in the traditional government which is of great significance. Starting from the correlationbetween the public value and performance evaluation of e-government service quality, thispaper uses SERVQUL model to construct the evaluation system of E-government which isbased on Public Value.The first chapter mainly analysises the background of such research, summaries theinadequacies of the existing domestic and concludes researches progress of foreigncountries. Besides, ChapterⅠpropose purpose and significance of this research. ChapterII defines the quality of public services, the quality of e-government services, public value,and elaborates the differences and relations between them. Chapter III presents the idea ofe-government service quality evaluation system with model design, survey and the resultsof analysis which is based on research of the service in Hainan provincial governmentportals. Chapter IV propose the countermeasures to improve the quality of e-governmentservices: a effective evaluation tool should become the guidance to evaluate the publicvalue，which is operable and suitable for local government.
