China is in the crucial period of reform, economic and social development requires the government's management methods corresponding to the means. In this situation,China's Government meeting the public demand develops service-oriented government, using performance evaluation as the Management tools to promote government efficiency and improve service and management levels.This paper first analysis the background reality and Theoretical basis of public service-oriented government,according to it's content and value,ajusts performance evaluation,and analysis performance evaluation as the promotion role to improve the government management concept and level. Performance evaluation through the main re-define,connecting the value of performance evaluation and the value of public service-oriented government,and the choice of key performance indicators ,improving the implementation fo the performance evaluation,designing the related system,approach to public service-oriented government requesting for the corresponding performance evaluation adjustments .Performance evaluationg as a breakthrough point and the starting point promotes the traditional adminstrative model to the service-oriented government and improve the performance ,meet the public demand,balanced social development.Main conclusions are as follows:1, Public service-oriented government is the inevitable demand of China's economic construction and social development and changing the government's management style, clearly the functions of the government, and consummating the market economy. Public service-oriented government goes beyond the traditional model of government, and it is the citizen-centric government, it is for the purpose of public services and assume responsibility for government services, with high efficiency, responsibility, ruling by law, democratic, transparent, pro-active features. 2,Public service-oriented government entrusts performance evaluation of the new goal: the establishment of concept of achievement under the guidance of the scientific concept of development,promoting the establishment of the functions fo public service-oriented government ,in order to achieve the public interst and so on.Performance evaluation brings pulib servece-oriented government new management conceptions: decentralization of management, accountability mechanisms, and results-oriented, customer service orientation.Performance evaluation helps government to improve the level of public services, strengthening public service obligation, enhance responsiveness and improve the efficiency of the allocation of public resources and improve the delivery of services in order to promote public service-oriented government raising the level of management services.3, Performance evaluation through the main emphasis of civic participation, connecting the value of performance evaluation and the value of public service-oriented government, the choice of key performance indicators, the consummation of collecting performance evaluation information,strengthening the audit supervision and e-government for the technical support, conform the requirement of public service-oriented government ,highlighting its perople oriented conception,to meet the diversified demand of the public and chieve the public interst.Performance Evaluation through legal protection and the related assessment utilization system including performance information dissemination system, the appeal system and incentive mechanisms to optimize the performance and improve government management service.This paper aims to provide the starting point and ideas of performance evaluationg under public service-oriented government,providing the theoretical support of the construction fo practical application.
