In recent years, with the rapid development of economy and the speeding up of urbanization and industrialization, a large number of rural land has transferred to urban land. Due to various reasons, some local governments have not played their due role in this process. On the contrary, because of its"misplacements","overrun","vacancy"and"illegal behaviors", a series of anomie behaviors have appeard. These anomie behaviors are closely related to the national food security, social security, economic security, financial security and sustainable development. Therefore, it is essential for us to study local government anomie behavior in the process of rural-urban land conversion deeply and completely.This essay firstly illustrates the manifestations and hazards of government anomie behavior in the process of rural-urban land conversion. Then specially analyses the causes of these behaviors. The paper ends with the policy suggestions for standardizing the government behaviors. This essay is divided into three parts.Part one is an instruction of rural-urban land conversion and local government anomie behavior. In this chapter, conceptions of"rural-urban land conversion","local government anomie behavior"and so on are defined. The specific manifestations and hazards of local government anomie behavior are clarified.Part two is the most essetial part of this essay. The causes of local government anomie behavior are analyzed from the aspects of the existing land laws, the current financial system and performance evaluation system, the behavior motivation of local government officials, supervision and justice.Part three mainly puts forward some countermeasures for standardizing the government behavior in the process of rural-urban land conversion, which are based on the reasons analysis in part two.
