But it can not meet the development of society by far.Especialy since 1990s, When the socialist market economy system has been established gradually. So this article makes 1990s as a start.In this article it points out that the important characteristic of economic function of local government's transition period is "Market substituting". At present our country confronts two tasks-transition and development at the same time, so it is rational in certain degree and crimit of Substituting, though it is temporary and transitionality. Local governments own a great deal of resource which can distribute and the right of mid-policy-making and micro, therefore graduality they have relatively independent economic interests. Based on this point, they are no longer the passive subsidiary organizatien of central goverment totally. Thus it is necessary to define their economic functions.During the transition period, the state-owned enterprise, has not become the main body of market because of unrealizing of the function of the market mechanism to resource distribution fully. So local governments expand their space in economic affairs at first and become the "allowing market subject." This role makes them undertake the taskto stabcilize the local economic and social life, drew the regional economic growth and so on. To realize their functions effectively, Local governments need do: Macro-adjustment to regional economies, system innovation, improvement of Infrastructures and environmental conditions Key resources' gathering and supply, ensuring the order and security of society and creating fair social and economic environment. But their realizations Limited by many factors. For leading the article further, the No 4 part of this article adjusts its view angle to west Regions local governments Only because of their system innovation lagging behind, disparity of area devolpment, "Leader economy" and so on. Analysing these reasons, they are both subjective and objective when facing the difficulties, western local governments should understand the key lies in reforming administrative structure. Corpevratively speaking, This task is more arduous and greater.It is obvious that the transition is still hard and need a long distance. However, the function of local government Changes and must follow three principles as following: 1. The government's function must changes the developping direction coordination and unity with the process of market economy. 2. Government's function changing must adapt to the growth of social organism. 3. The government's function changing must advance the rational disposition of resources of state power.
