Transformation Of Public Policy To Confirm The Self-interest Of The Government Acts Of Sexual Orientation

The government play an important role in policy problem-forming process,which is the first step of policy-making process.lt is the purport of this thesis to give a theoretical perspective to government behavior during policy problem-forming process in the period of transformation.This thesis starts with three assumptions,they are the assumption of scarcities of policy problem,asymmetry of information between political agent and their principals,and also the motives of government behavior .Based on these three assumptions,! suggest that if political agents have informational advantage to their principals,and if selfishness is a universal sector of human nature,it is probable for agents to strive for their selfish benefits,thus government behavior during policy-forming process in the period of transformation turns to be self-interested.The non-representative behavior of government makes public policy become unpublic,leads to the waste of resources,and on the other hand,it will also influence government itself s image,prestige and legitimacy.At last,three counter-measure and institutional policies for coping with the self-interested behavior should be carried out.The first one is government should decrease its intervention in marketThe second one is to legalize government behavior during policy problem-forming process.The third one is to satisfy policy problem-forming system.
