A Research On The Ideological And Moral Construction Of Chinese Civil Servant In The Context Of Market Economy

At present, China is in a critical period of development of the socialist marketeconomy, with the establishment of the market economy system, the diversification ofthe values of people create multi-level civic virtue. In the civil service, some civilservants’ values deviate from the right path, for example, the phenomenon of moneyworship, hedonism, extreme individualism and so on. If the civil service in theseproblems can’t be settled effectively, it will do great harm to the construction of theparty and state, disturb the normal social and economic order, and lead to socialatmosphere circumstance, eventually endanger the aim of constructing harmonioussociety to realize.The basic idea of the paper is：Why should I study the ideological and moralconstruction of civil servants in the context of market economy? What problems hadhappened about Civil Servants’ ideology and moral in the context of market economy?Why is there such a problem? How to solve these problems that is how to strengthenthe Civil Service ideological and moral construction? For this purpose, The content ofthe paper commences from the following four parts:The article’s first part is mainly talking about putting forward the topic, the basis,purpose and significance of this topic, at the same time,we analyze the domestic andinternational research status, for our country civil servants ideological and moralconstruction to choice and reference; in the second part,we explain our country civilservants’ range, the connotation and features of Civil servants’ ideology and moral,and then we point out the relation of market economy and Civil servants’ ideologicaland moral, analyze the market economy need good ideology and moral and civilservants’ ideology and moral of the due function to the market economy, also analyzethe market economy to the civil servants moral which produce the positive andnegative effect; The third part is the innovation point, analysis under the backgroundof the market economy in our country civil servants ideological and moralconstruction faces opportunities and challenges, point out some chances in the processof ideological and moral construction, and facing with the challenge of puzzle inside and pain outside, and give a detailed description of the problems of civil servants inthe current, at last, find out the reasons of these problems. The forth part is the focusof this paper, point out the main strategy to improve the civil service of ideologicaland moral construction. The part includes three parts, strengthen inherent consciously,improve laws and regulations, improve the oversight of system, and sets out specificmeasures in the different aspects through analysis, forming a feasible countermeasuresto strengthen ideological and moral construction of civil servants.
