Meanwhile, businesses inassuming responsibility for environmental information disclosure status quo with regardunsatisfactory, CNOOC Bohai incident reflects the state-owned enterprises in the country’sills undertake environmental information, Such as marine regulations are not sound, the lackof government regulation and corporate self-awareness of the environment is weak. In theWest, such as the U.S., Japan, Indonesia and other countries on corporate environmentalinformation disclosure earlier than the initial study, has a very mature management system,corporate environmental information disclosure legislation is also more perfect, developedresearch on China’s corporate environmental information disclosure in many ways animportant role. Such as emphasis on corporate environmental information disclosure, focusingon public participation in decision making, positive role in promoting community andgovernment departments regulation.In the state-owned enterprises on the basis of environmental information disclosure,Ilearned from policies and regulations, government, business, the public and other state-ownedenterprises proposed multiple-dimensional environmental information disclosure in assumingresponsibility for the problems, the state-owned enterprise environmental informationdisclosure responsibility in the legal system is imperfect, the state-owned enterprises andlow-cost illegal accountability is not clear, the traditional doctrine residual GDP and government environmental information wrong attitude, Public participation in regulatorysystem is flawed and weak sense of civic participation. In order to supervise the performanceof state-owned enterprises to better environmental information disclosure obligations, theauthor conducted a draw for different countries, this paper puts forward the idea of perfectionstate-owned enterprise environmental information of our country’s public liability: First, asound system of corporate environmental information disclosure system; Second, from theenterprise level to promote assume responsibility for environmental informationdisclosure(enhanced environmental information disclosure state-owned enterprises and theestablishment of the sense of responsibility and accountability reward system); Third, thecommitment from the government level to promote environmental responsibility informationdisclosure(active public understanding of the environmental information and illegalenterprises of both economic and administrative penalties); Fourth, to promote enterpriselevel commitment from public disclosure of environmental informationobligations(strengthening environmental protection publicity and encourage publicparticipation, and strengthening the supervision of corporate environmental informationdisclosure).
