As an important window of e-government, government portal integrates the serviceresources of various government departments, its authority, unity and convenience havemade it a focal point of E-government construction. Since the founding of Wuhangovernment portal, it has already played a role in services to benefit citizens, and berepresentatives among the government portals of the same level. Yet, investigation revealthat the acceptance and satisfaction of Wuhan government portal is not optimistic. Study onthe user satisfaction of government portal can be helpful to enhance the acceptance andsatisfaction of E-Government service, then optimize E-Government service.The domestic about user satisfaction of government portal researches are less atpresent, and research methods are simple. Recent researches are difficult to raise pertinentsuggestions which do not take account of the environment of the Internet. For this reason,this paper combines the situation of government portal construction in our country, on thebasis of the researches from home and abroad on satisfaction, and puts forward an usersatisfaction model that is suitable for government portal in our country. The model includeeight variables: government’s image, user expectation, perceived quality, perceived value,internet ability, communication, user satisfaction, user trust. This paper makes researchhypothesis on the variables which can play roles in overall satisfaction, and then conductsan empirical study on Wuhan government portal.The research results show that: government’s image, user expectation and perceivedquality have a significant impact on user satisfaction. But perceived value and internetability have no significant effect on user satisfaction. The research results are not onlyextend satisfaction degree evaluation theory in public sector, but to some extent, also solvethe problems on lower satisfaction degree of our E-Government service. So this researchhas theoretical and practical significance.
