The government website is an important part of e-government, It is also an important channel to connect the government and citizens on the Internet. Although more and more people begin to study the evaluation index system of government website in recent years, most of these studies come from a functional point of view, and the design of these studies on the evaluation index system of government websites are not the same, which does not conform to the concept of public service as the center of the government.For this reason, this paper considers the situation of construction of government website in our country, puts forward the user satisfaction model which is suitable for government website in our country from the users’ point of view. The model includes seven variables: government’s image, user expectation, perceived quality, website information, website interaction, website’s function and performance, user satisfaction. Compared with the other models, this model removes the perceived value, which is the latent variables of domestic and foreign classic model; according to the three functional positioning of government websites in China, the paper increase the three quality factors of the perceived quality: website information, website interaction, website’s function and performance. This paper makes research hypothesis on the variables which can play roles in overall satisfaction, and then conducts an empirical study on Harbin portal and various departments website.This study analysis the questionnaire data by SPSS and Amos, The results show that: government’s image, user expectation and perceived quality significantly affect user satisfaction, their interpretation of user satisfaction reached 78.7%. The three quality factor significantly influence the user perceived quality, and the website information in perceived quality influence the maximum. Finally, The results compared this article with the Harbin municipal government website performance evaluation index, and puts forward the corresponding countermeasures and suggestions.
