Research On The Development Of Rural Social Organizations From The Perspective Of Social Management Innovation

In Chinese key period of building overall well-off society, the rural social managementand innovation have become more and more important. Rural social organizations, as thenew force in the new rural constrction, play the significant role in promoting thetransformation of government functions, the basic level political system reform, ruralpublic management and social construction mechanism innovation.As one of the importantparts in rural social management and innovation, rural social organizations have somespecial advantages,which are the major participants of rural good governance, the importantforces in rural economic development, the key power in improving rural social securitysystem and the main brodcaster in prosperity of rural culture.But, at present,the governmentand academic field are still lack of sufficent attention in the rural organizations, they havefew understanding in the connotation, nature and the function of them.Due to thedual-management system,the rural social oranizations are trapped in the multiplemanagement; due to the imperfect law and regulation system, the rural social organizationsare in the imperfect system evironment; due to the lack of funds and talents,the defect inself-management and credibility, the rural social organizations do not have the capability inself-construction.Foreign rural social organizations have many successful experience in participatingsocial management.Firstly the rural social organizations should bulid a good interactiverelationship with government; besides, the overall law system is the basic safeguard of therural organizations development; the sufficent policy and the village support also play thekey part in rural organization development.The paper first analyses the foreign rural socialorganizations, according to the new concept in social management and innovation, it putforwards that in order to promote the development of the rural social organizations andelaborate their effect on rural social management, the government, social organizations andthe vallage must make joint efforts to improve the relvant law and regulations system,transform people s view on social organizations, innovate relvant support policy system andstandard the rural social organizations construction.
