Under this background, Chinese rural areas are inevitably in the risk. Like the unexpected natural disasters, social mass incidents, public health events and production safety accidents, the public crisis in the countryside occurred on the more permanent basis compare to the occasional and un-normal in the last. This is the result of accumulation of risk and intensification of contradictions during the modernization of Chinese countryside areas. This situation is already became the significant practical issue which threaten the effect of the Grass-root governance in the Chinese countryside and has a fundamental influence of the rural comprehensive development. The rural social organizations have been t work in the countryside in a variety of organization form and play very important roles in the rural social capital construction and become the cornerstone of modern civil society. Based on the background of the current society, noticed the vulnerability of the social construction impacted by the high-risk society and also the special characteristics of the rural public crisis, considering of the development of social organizations, the paper try to analyzes the current situation, characteristics, problems and reasons of the problems of rural public crisis, discuss the relationship, the roles and the interaction during the different course of crisis of the government, social society and peasants.
