This paper takes the developed coastal provinces and cities HY rescue station as an example, for nearly a year of relief work experience, from the theory and practice of combining point of view, in the strengths perspective under the guidance of professional social work, using methods and techniques, simply on the street begging personnel to carry out rescue work exploration.Based on the analysis of vagrants and beggars inner resources and external resources from the perspective of advantages, emphasize the potential and advantages of street begging personnel, breaking the traditional sense and awareness of their definition, method and case management methods, group work and social resource mobilization, provide professional service for different groups of people begging of, prompting them to upgrade themselves, to achieve social integration.Through practice and case analysis, the author found that large, vagrants and beggars has large potential resources, its desire for respect and equality, but also can change the expectations for the future. At the same time, flexibility in the use of social work professional skill, can the effective integration of resources, fully embodies the spirit of China’s aid policy. This paper provides a specific case study for the development of China’s relief work, and puts forward some feasible suggestions in aid of ideas and policies, provides practical and theoretical experience related to social work in relief areas of intervention, there is conducive to the development of the localization of social work. The development of relief work, further improve not only need assistance policy and methods of relief way, also should actively introduce folk organization, jointly prevent and solve the problem, to realize multiple joint, joint participation.
