Research On The Relieving Plight Of Vagrants And Beggars And Intervention Of Social Work

As a special group in the city,vagrants and beggars are widely dispersed in all corners of the city.They make a living by begging and often live in a very hard life.Since the promulgation of the measures for the relief and management of vagrants and beggars in urban areas,China has provided temporary relief to vagrants and beggars by setting up relief and management stations,which,to some extent,has guaranteed their basic survival.But,in this paper,through investigating vagrants and beggars staff,found that,because of the assistance system is not perfect or professional insufficiency,the boundary between social assistance and relief operation body is no clear on responsibility and other reasons,the current social assistance work have challenges,such as complexity on social assistance objects,simplification on the main body,difficulties to meet the demands,and difficulties to strengthen the effect,etc.The existence of these difficulties makes the social assistance work in great need of new strength to join.And social work,as a professional work,can help with the relief for vagrants and beggars,sharing with the similar helpful nature,work object and complementary relief content with social assistance work.Therefore this paper argues that social work has feasibility in intervening for vagrants and beggars,and then through social work services,the intervention can realize the diversification of social assistance development,meet the diversified demands of the service object,improve the relief effect.Finally,by reflecting on the practical intervention,this paper summarizes the deficiencies in the intervention of social work in the services for vagrants and beggars,and puts forward countermeasures from four aspects: to firm professional concept,to promote the capacity building of social work institutions,to improve service autonomy and to improve the social assistance policy.
