The leading cadres of the party and government at the county level are in an important special position in the national cadre system of our country,and they are the backbone and foundation of the contingent of ruling cadres in our country.The examination of leading cadres at the county level is not only a practical problem,but also a hot research topic in the field of public management.In this paper,the evaluation system of the county level leading cadres in Hengshui,Hebei is selected as a case,and the relevant concepts involved in the assessment of the leading cadres at the county level are defined through the literature research method,the system analysis method and the interview method,and the relevant management theory and the assessment method are sorted out.On the basis of this,the system of assessment and evaluation of the leading cadres at the county level of Hengshui has been studied,and the examination object,subject,procedure,contents,methods and results of the system are studied.The research has found that the problems of the assessment system of the leading cadres at the county level in Hengshui are mainly shown in the following: the main structure of the appraisal and evaluation main body is unreasonable,and the evaluation index is a single mode The evaluation method of the paste and the assessment is relatively late,and the results of the assessment and evaluation are used in the aspects of insufficient rigidity and the like.The cause of the problem is mainly influenced by the thought of the political environment,the shortage of the professional talents in the assessment work,the difficulty of making the evaluation and evaluation standard,the dependence on the original appraisal method,and the error of the assessment of the subjective factors.On the basis of the research results,the paper gives the basic conclusion that the assessment and evaluation system of leading cadres at the county level in Hengshui should be optimized,and tries to optimize the system from four aspects: establishing a professional and diversified main body of assessment and evaluation,scientifically setting up assessment and evaluation indexes,perfecting the evaluation procedure and paying attention to the application of assessment and evaluation results.Try to make it not only can carry on the comprehensive and accurate evaluation to the leading cadre,but also can play the effective incentive function.
