Research On Emergency Decision-making Ability Of Leading Cadres At County And Division Level In Sichuan Province

Emergency decision-making is the key link of emergency response.A small part of emergency response will affect the whole situation.Leading cadres are the main force of emergency decision-making in China's emergency response,and their emergency decision-making ability directly determines the effect of emergency response.No matter in the epidemic prevention and control of SARS in 2003,the disaster relief of Wenchuan earthquake in 2008,the snow and ice disaster in Southern China in 2008,the Stampede on the Bund in Shanghai in 2014,the March 30 forest fire in Xichang in 2020,and other emergencies,all reflect that emergency decision-making plays a key role in controlling the development of emergencies.The prevention and control of the novel coronavirus pneumonia since 2020 has once again aroused the attention and discussion of the academic community on emergency decision-making ability.Compared with procedural decision-making,emergency decision-making,which has the characteristics of short time,heavy tasks,high pressure and high risks,requires decision makers to quickly and comprehensively analyze the cause,nature,characteristics,situation,and consequences of emergencies in a short period of time.,and take scientific,reasonable,timely and effective emergency measures to effectively control and reduce the losses caused by emergencies.Therefore,strengthening and deepening the study of emergency decision-making ability of leading cadres has important guiding value for optimizing decision-making ideas and improving decision-making effect.According to the Law of the People's Republic of China on Responding to Emergencies,China implements an emergency management system featuring unified leadership,comprehensive coordination,classified management,hierarchical responsibility and local management.People's governments at the county level are responsible for responding to emergencies within their administrative regions.In addition,limited by the influence of research conditions,there are certain difficulties for high-level emergency decision-making.Based on the above reasons,this paper mainly focuses on the decision-making subjects who have certain decision-making authority in the front of handling emergency or in the front-line commanding on site,that is the leading cadres at the county level in the front of handling emergency.This group's on-site decision or choice of opportunity decision has a direct and important impact on the overall emergency response.Taking some county and department level leading cadres in Sichuan Province as the main research object,guided by competency theory,crisis management theory and decision-making theory,and based on the perspective of "cognition psychology" and "organization bureaucracy",this paper mainly observes the emergency decision-making ability of county and department level leading cadres in Sichuan Province from multiple angles through in-depth interviews,questionnaires and case analysis,and collects relevant data samples and problem feedback.At the same time,based on the study and analysis of domestic and foreign government emergency decision-making,leading cadres' emergency decision-making ability and other papers and works,as well as the comparison of the research of some domestic scholars,this paper puts forward the research framework of emergency decision-making ability with "value orientation,thinking judgment,emergency organization,emergency action and control evaluation" as five dimensions,and collects the indicators of emergency decision-making ability of some county and department level leading cadres as survey samples,Compare and understand the similarities and differences of different emergency decision-makers in emergency decision-making ability,and deeply analyze the influencing factors of emergency decision-making ability.It is found that there are some problems,such as "deviation of value orientation,weak ability of information collection,research and judgment,weak willingness of organization mobilization and consultation,weak ability of emergency resource allocation,insufficient power of adjustment and correction",and analyzes and expounds the main problem cause by the leading cadres personal inside and outside quality,such as emergency management mechanism of external cause.By consulting literature,drawing on the advanced experience at home and abroad and the practical feedback of leading cadres,this paper puts forward targeted countermeasures to improve the emergency decision-making ability of leading cadres at the county and department level in Sichuan Province,including "adhering to the correct value orientation,improving the thinking ability of information research and judgment,improving the ability of emergency organization and mobilization,improving the implementation ability of emergency action and strengthening the ability of adjustment and control".At the same time,through a small-scale investigation,this study also verified the effectiveness of the research framework of emergency decision-making ability of "value orientation,thinking judgment,emergency organization,emergency action and control evaluation",and realized the evaluation of emergency decision-making ability of leading cadres at the county and department level.
