In The View Of Subject Interaction The Research On The Policy Experimental Zones’Mechanism Of Policy Innovation

Dividing policy experimental zones is one of the main approaches for policyinnovation. The paper focuses on Policy Experimental Zones. The policies created byPolicy Experimental Zones have firstly been classified to three types: policies due to plans,policies due to experimental points and policies due to endogenic agents, then two ways ofinteraction have been found in the process of policy innovation, namely, inner zoneinteraction and inner government interaction. Inner government interaction can be dividedfurthermost to vertical interaction and horizontal interaction. The paper tries to explain thethree kinds of policy by the mechanism of subject interaction in the Policy ExperimentalZones.By researching on the Wuhan Urban Circle and classifying its policy creation resultsas well as analyzing its interaction model, it suggests that the subject interaction mechanismcould be used in Wuhan Urban Circle Experimental Zones.During the explanation, found the enormous function of Policy Experimental Zone,especially its province government and minister-province cooperation. On the other hand,also found that the degree of innovation and the degree of diffusion are quite different in thethree types of policies. The degree of innovation is descended in order of policies due toplans, policies due to experimental points and policies due to endogenic agents, which isright to the opposite of the degree of diffusion.According to the results, five suggestions are made for the better use of PolicyExperimental Zone: to clear the division of central and local government roles in theinnovation of policy, to figure out the legitimacy of the rights of The First Trial, to increasedeep minister-province cooperation, to build open policy system, and to offer moreencouragement to original policy creation.
