Policy Innovation And The City In The Growth Of Urban Agglomerations

Small-town construction, as the tale of city and head of village, has an important role in current regional urban agglomeration competition. Small towns surrounding metropolis in competitive systems of regional city agglomeration, receive radiation, diffusion by big cities and influence by the surrounding rural hinterland. To improve competitive strength of the regional city agglomeration, the government must take innovation on the policy.Based on the theories of urbanization development, innovation on public policy and regional city agglomeration, this paper chooses small towns surrounding metropolis as the breakthrough point to study development mechanism of Luodian Town, Baoshan District of Shanghai, and analyses how to innovate and develop idea for small towns surrounding metropolis in the setting of regional city agglomeration. Through the small towns'development innovation, the author provides a brief thinking on further perfecting the construction of regional city agglomeration.In this paper, the author firstly introduces the development of regional urban agglomeration and an extra large city, and makes definition on concept of regional city agglomeration, urban circle and an extra large city. The author also compares development patterns of all kinds of small towns in urban agglomeration as well as introduces the construction of cities and towns system in Shanghai in detail. And then, introduces the policy innovation on construction of regional city agglomeration and the related theory of policy innovation. The author analyses the policy innovation requirements of small towns'development by the construction of regional urban agglomeration, and analyses main content of innovation on policy development for small towns. On this basis, the author takes the policy innovation and its advantages of Luodian Town, Baoshan District of Shanghai as an empirical study and analyses the meaning of the construction of policy innovation of Luodian Town to the regional urban agglomeration in Shanghai.
