Research On The Problems In The Implementation Of The Urban Redevelopment Policy And The Improvement Countermeasures

Since the launch of reform and opening up,China’s development has entered onto a fast track.The population and economic growth brought by China’s highly urbanization have made it difficult for the currently existing urban functional structure to meet the needs of residents’ daily life and work.The lagging infrastructure and the deterioration of the urban environment have prompted the government to incorporate the urban redevelopment into a major livelihood project for implementation.However,with the vertical promotion of the urban redevelopment,problems gradually exposed.Insufficient preparations before policy implementation,high concentration of government power and the lack of public participation,unfirm and arbitrary policy implementation,imperfect policy compensation mechanisms,and other issues will seriously affect the effectiveness of the urban redevelopment.Therefore,the government must take on the main responsibility in the process of policy implementation,further optimize the expropriation policy,strengthen the guarantee of implementation capacity,and fully motivate the masses to achieve the goals of urban reconstruction,steady economic growth,and people enjoy a good and prosperous life.This paper takes the implementation of the urban redevelopment policy in County A as object.Through comparative analysis,mainly analyzes the characteristics of the urban redevelopment policy implementation in Guangzhou,Shenzhen,and Xiamen.At the same time,it draws on the policy implementation experience of the United States and Japan,summarizes the basic principles of urban redevelopment policy.Based on the three-circle theoretical analysis framework,this paper analyzes the root causes of hindered policy implementation from three aspects of value,ability and support,and proposes perfect countermeasures from three aspects: grasping the direction of public value,improving policy implementation ability,and winning public support.The author believes that the effective promotion of the implementation of the urban reconstruction policy must first take public value as the implementation goal,the implementation subject must firmly establish the consciousness of serving the people,and the legal norms and systems should be improved to protect the reasonable rights and interests of the vast majority of people.Secondly,give full play to human,financial,information,and authoritative resources,improve the organizational structure,strengthen cadre capabilities,innovate working methods,and promote the effective implementation of policies.Finally,it is necessary to build a public communication platform,and cooperate with third-party organizations to encourage the expropriated to participate in policy implementation through information disclosure,policy publicity,and optimization of compensation methods,so as to achieve shared and win-win results through joint construction.
