Environmental pollution is becoming serious as China’s economy grows.China’s urbanization process is accompanied by the process of industrialization. Extensive growth mode, mainly to the high input, high consumption, high emission to the environment make the living environment worse and worse.Report released by the World Bank says that there are750thousand people in China killed by air and water pollutions, which350to400thousand of them are caused by urban air pollution in. The sustainability of economic growth would be severely questioned if the pollutions not solved.People are paying more attentions to the environmental issues while getting rich. They will press the government when the pollution comes out and they find no way to solve. So far, these sudden mass incidents have made the society disharmonious, which influences the stability of the society, economic development and governmental credibility.The study of sudden mass incidents caused by environmental pollutions is not adequate and it’s necessary to research deeply and meticulously.This article is based on the PX events in Xiamen, Dalian and Zhenhai making depth analysis, exploring and discovering the characteristics and causes of environmental problems caused by the sudden mass incidents, and proposing strategies to reduce and avoid such incidents continue to occur repeatedly. This article argues that the constantly repeated environmental sudden mass incidents are mainly due to the local government in the introduction of large-scale projects, and the blind pursuit of GDP growth, ignoring the strong aspirations of the people for a good environment. It is the concept of quick success in the performance led to the government officials introduce large-scale chemical projects, control public opinion, and negatively face of mass petition, divorced from the masses decisions. Institutional reasons are incomplete Environmental assessment system and adverse regulatory system. The credibility of the government be questioned is one of the important reasons for the rapid spread of the environmental problems caused by the sudden mass incidents occurred. We propose to change the view of achievements, to smooth two-way communication channels, to establish environmental assessment mechanism, to improve public participation mechanisms, and enhance the credibility of the government, hoping it reduce and avoid such the occurrence of sudden mass incidents from source.
