A Study On The Government-Civilian Interaction Mechanism Of City Garbage Treatment In Guangzhou

As the rapid development of the city, and the highly concentration of thepopulation, and the general improvement of the living conditions of people, citygarbage treatment has become the bottleneck to the world in the process ofurbanization. It has also become the challenge to the development and transformationof the large central city, Guangzhou. The garbage treatment issue has been taken as animportant breakthrough in new urbanization in the process of newly urbanization inrecent years. The government of Guangzhou city has always been actively mobilizingthe public to participate in the governance of waste classification efficiently andorderly; the government has been adhering to its service-oriented governmentphilosophy, and exploring the construction of Government-Civilian InteractionMechanism, which will develop a feasible approach to defusing the phenomenon of“Besieged Garbage City”. The innovative practice of Guangzhou’s multi-governanceon garbage treatment means the repositioning of garbage category in city life. Thisgovernment-led, public participation structure interaction is developed on the basis ofGovernment-Civilian cooperation, adhering to the value orientation of public interests,realizing the maximization of resource allocation efficiently; with coordinating theGovernment-Civilian action as its principle, it also comprises of static structure,dynamic structure and environmental structure into an organic whole. It is a long-termmechanism ensuring the rights and interests of public participating in urban livinggarbage management. Not only does it actively pay attention to recruit public opinionand positive response in a timely manner on urban living garbage management, butalso a more open and flexible mechanism to listen to the public opinion isimplemented at the same time. But so far as it goes, there are still some importantinfluencing factors in the city life garbage treatment political interaction mechanism:The un-equality of negotiation being difficult to demonstrate that government’sawareness; The insufficiency of functional transformation making it difficult toenhance the efforts of the waste management; The un-smoothness of information flow not building trust in the public; Insufficient compensation making it difficult to mergethe power from the public into co-management; Inconsistency of conduct making itdifficult to achieve interactive co-management. To solve these problems effectively,I: To strengthen the government’s sincerity to further improve the dialogue andsuggest consultation mechanism; To build a more open, more cooperativegovernment-oriented, and further transform government functions; To promote thecommunication of the Government and the People of mutual trust, to further improvethe information transfer mechanism; To strengthen public participation in awarenessas the center, to further improve public incentive compensation mechanism; Toimprove the efficiency of the cooperate governance for pursuit, to further improve thepublic cooperation coordination mechanism of the government.
