Since the eighties and nineties so far,with the continuous reform of institutional reform,China's public sector staffing management in the "compilation of efficiency" in the context of increasingly strict and streamlined.Especially after the institutional reform in 2001,governments at all levels have drastically reduced their institutions and systems,and their control over administrative systems is very strict.However,after the 21 st century,China's rapid economic and social development at the same time promote the functions of the government departments continue to update,the rapid expansion of business,the workload continued to grow.In order to solve the contradiction between the streamlining of the number of personnel and the growth of the workload,it is difficult to alleviate the shortcomings of human resources in the short term.However,due to the government departments to prepare internal and external staff management mechanism is not synchronized,especially the preparation of external staff management management is not a unified policy basis,there is no management in the management of the program,into the random,heavy use,light training,management services Non-standard,liquidity and other issues,which is not conducive to the sustainable development of government departments is not conducive to government departments to provide people with public goods and public services,is not conducive to government departments of human resources management.Therefore,the government departments to develop staff management mechanism for the study,on the one hand can enhance the government's governance capacity and service levels,enhance government departments credibility and institution-building,on the other hand to promote social stability and employment stability and social equity.In this paper,through the compilation of the externalities of the administrative departments of Haizhu District of Guangzhou City,the data were found,field investigation,in-depth interviews,statistics and analysis.It was found that the number of people in Haizhu District was large and varied.,The team is young,low treatment,professional development planning and other characteristics of the fuzzy,the preparation of external management there is a way to enter the random,equal pay,labor and social security is not standardized,labor funds channels are not standardized,mobility and other issues.This paper analyzes the causes of these problems in depth,based on the questionnaire survey and interviews,and puts forward some suggestions on how to compile and reform the structure of the system.The social system is the breakthrough point,the scientific use of diversified labor service methods,Personnel management system of countermeasures and suggestions,so that this study has practical significance.
