| After entering the 21 st century,the Internet has entered into the phase of rapid development,the network technology,expansion of mobile Internet since the media with new technology arises at the historic moment.The new media enables everyone to comment on the Internet,published their own views,communicate with others.In June 2008,the general secretary of the CPC,state President hu jintao comrade in People's Daily "powers" BBS online interaction with citizens,this is the first time the country's supreme leader with citizens online communication over a network,which is seen as a sign of "network asked administration" rise,this year is also known as "the first year of China network politics".In this background,‘network politics' begin to enter our country citizen's political life.In the past nine years,Government-civilian Interaction deeply developed,the government and the subordinate departments launched a portal website,weibo,e-government We Chat such Government-Civilian Interaction platform,interactive network administration people gradually become citizen expressing interest demands,the important way to make recommendations for the government.The development of the Government-Civilian Interaction have got good results but still has many problems at the same time.Firstly,the laws,regulations and policies of the Government-Civilian Interaction is not perfected,which don't define the network space of the citizen's rights,obligations andresponsibilities clearly,also does not have the network citizen and government behavior norms online;Secondly,a large number of Government-Civilian Interaction platforms have not been able to get effective integration,causing problems such as information asymmetry and waste of resources;Thirdly,appraisal and supervision mechanism of staffs' performance in Government-Civilian Interaction is not found,and lack of citizen evaluation mechanism.Accordingly for some political people interactive platform staff did not set up the idea of "serving the people",the Government-Civilian Interaction effect sell at a discount greatly;Finally,citizens have value preference and different behavior choice.What's more? Different people have different point of view and different expression way on the network,the government have not guided citizens' behavior on the network,which caused the phenomenon of disordered participation.Therefore,this article selects the network Government-Civilian Interaction as the research object,trying to from two aspects of network public opinion and the government response to discuss the problems of the network Government-Civilian Interaction in our country.First of all,in this paper,the domestic and foreign government response,the network public opinion,political people interaction related research was summarized and the sorting,response to the government,the network public opinion,political people interaction made the definition of the concept of research provides a theoretical basis for this article.Secondly,on the basis of Historical process and the status quo of combing to the network Government-Civilian Interaction in our country,this article summed up the problems of the network Government-Civilian Interaction existing in the current our country.And then this article selects the "Yin Chuan Pattern" which is a mature network governance interactive system as a case toanalysis.This paper summarized the characteristics of " Yin Chuan Pattern " in the aspect of network Government-Civilian Interaction,to provide reference for improving our country network Government-Civilian Interaction.Finally,based on the present situation and problems of the network Government-Civilian Interaction in our country,as well as the useful experience of " Yin Chuan Pattern ",this article puts forward the countermeasures and Suggestions to perfect our country's network Government-Civilian Interaction. |
