Performance Management is a process,including the formulation of the groupdevelopment strategy, job analysis, capacity modeling, evaluation design,performance processing management,implement of performance appraisal, resultsevaluation (assessment), feedbacks and poor performance processing. Ourgovernment pays more attention on performance management issues,since the reformand opening up,especially in the last decade,building a new model of performancemanagement reflecting the scientific concept of development, and improvinggovernment performance,became the focus of government and it is always the mainobjectives pursued in the current and future of public administration.This paper draw from both home and abroad on the core concept of publicmanagement in performance management research and practical experience, andstrive Theoretically,the actual operation of the public administration of performancemanagement to explore and actively use various channels to collect information,onthe basic of such information,analysis Zhuzhou(in Hunan Province) governmentagencies to do research and gather first-hand information, using interview andquestionnaire research,to have a comprehensive consideration of the aspects of theperformance management of the human resources of the district’s party andgovernment.Firstly, the paper analysis the general theory of human resources performancemanagement of government. Defined the local government specific connotation,basicconcepts of human resources and human resource performance management. On thebasic of introducing public sector human resource strategy,job analysis and jobevaluation,employee performance appraisal,job development management and otherbasic theory, discussed the importance of performance management of humanresources of local governments in new era.Secondly,the paper analysis the status of Zhuzhou Lusong District’s governmenthuman resource performance management. Studying the management purposes,methods,personnel rights superior leadership position and the role of performancemanagement results and other aspects of Lusong District, found out that inperformance management evaluation factor, coefficient, performance appraisalprocesses,performance appraisal cycle and methods,improve guidance still havesome space to improve. Thirdly,learn from Japan and Europe and the United States’ public sector humanresource performance management,further explored Lusong District’s governmentagencies,human resource performance management should be ideologically correctunderstand performance management to eliminate the idea of the official standard,balance the effectiveness of the legal system relationship between fairness andjustice,develop more targeted performance indicators and system,remodeling theperformance appraisal process planning and cycle management to improve theperformance evaluation tools and methods,establish inspection and assessment modelbased on psychological theory.The paper used literature, empirical analysis, comparative analysis, depthanalysis,and interviews. Proposal Lusong government Human Resources performancemanagement system reform and adjustment,hoping it works for other research underthe similar theme.
