| As an important economic department of the state,tax authorities shoulder the mission of "collecting wealth for the state and collecting tax for the people" and assume the important responsibility of organizing national tax revenue,formulating tax policies,serving economic development and ensuring social stability.In 2018,the Third Plenary Session of the 19 th CPC Central Committee proposed to deepen the institutional reform,and the State Council formulated the reform plan of the tax collection and management system for the merger of state tax and local tax institutions.The grass-roots tax bureaus have most of the cadres of the tax system.The reform involves not only the consolidation of institutions but also the adjustment of Posts and positions.The time is tight and the task is heavy.The tax system is facing unprecedented pressure.In this case,how to reconfigure the merged personnel becomes more important.In the new situation,it is of great practical and long-term significance to make good use of the concept of human resource management,combine with the reality,solve the new problems brought about by the merger of institutions,optimize the reallocation of human resources,promote the reform of the tax collection and management system of state tax and local tax,and improve the quality and efficiency of tax work.This thesis is based on the research of human resource reallocation under the reform of the tax bureau of J district.Through literature research,case analysis,questionnaire investigation,statistical analysis and other methods,research and analysis of the current situation of the manpower resource of J district administration of taxation and the existing problems,mainly cadres contingent structure is not good,some deficiencies in man-post matching,the effect of education and training is not ideal,personnel incentive mechanism is not sound.In order to solve these problems,we should dig into the causes of these problems in depth,which are mainly caused by historical reasons,policy provisions,institutional constraints and management factors.Finally,on the basis of the in-depth analysis of the reform of national and local tax institutions,the paper puts forward the basic ideas,basic principles and optimal countermeasures for the reconfiguration of human resources.The countermeasures mainly include enriching the civil service team,improving the way of cultivating talents,making scientific use of existing personnel and creating a positive working atmosphere.The research results of this paper are conducive to the establishment of a standardized team management process and work system system in the tax bureau of area J,and are also helpful to provide reference for the human resource allocation of other newly merged grass-roots tax bureaus,as well as for the merger of government departments. |
