Along with the overall strength of China's integrated strength, the government has begun to adjust the function in the direction and details of the application, in this process performance management as an important factor is highly valued. Since the reform process in the past years,our governments at all levels attach great importance to the human resources performance management mechanism that can better reflect the scientific development concept, so as to maximize the overall performance of the government, which is also a core problem to the reform performance, but also the China's public key objectives in the future development.Through reorganize and conclude to the domestic and foreign about the human resources performance management research theory and the concrete practice experience, this article tries to analyze and discuss the human resource performance management from the theory and practicedeeply, aimedto contribute to China's government human resources management advice.First of all, the author explains the theory of human resources performance management of government agencies, introduces and defines the core essence of human resourcesmanagement and performance management. The basic theory is analyzed and explained, so as to better subdivide and explain the necessity of further increasing the performance management of human resources in local governments under the new trend of the times. Then it introduces and analyzes the overall situation of human resource performance management in Ganjingzi District of Dalian City, and points out a series of problems exposed in the process of human resource performance management in Ganjingzi District of Dalian City, such as performance management plan to develop a lack of scientific, human resources performance management assessment indicators elements are too single, human resources performance management assessment process is not standardized. Then I introducethe Balanced Scorecard to improve performance appraisal system. Finally, this paper puts forward to the suggestions on the existing problems in the performance management of human resources in Ganjingzi district of Dalian.
