Report of the17thCPC made it clear that in an aim to deepen the reform of theadministrative system, we must reinforce the institutional integration progress andexplore an organic unity of administrative departments. In2012, the report of the18thCPC urges to steadily forward the reform of the Super-Ministry System so as toimprove department efficiency, optimize administrative level, control administrativeagency and staffing, and reduce the number of leadership positions.However, in recent years, more and more administrative institutes are keen toimprove the specifications and increase leadership positions, causing considerablenegative effects. Thus, it is of vital importance to study the problem of administrationupgrading. Reasonable and necessary as it is, the administration upgrading displaysproblem of anomie, thus making it essential to scientifically standardize it. Based onthe theory of administrative organization, this thesis explores the rational behind theadministrative upgrading, and also the anomie of administration upgrading.According to the thesis, the anomie of administration upgrading can be describedas violating related laws and regulations, leaders’ highlighting of certain subject,adjustment of administrative area dividing and reform, assignment with high rankleaders, and solving officers’ salary issues. The upgraded anomie results inbureaucracy in organization culture, and the increasing of government’s financialburden. Meanwhile, it is not good for administration constitutionality development,reinforcement the achievement of institution reform as well as the transformation ofgovernment’s function. The negative effects of traditional “officer-oriented”administrative culture, the improper induction of occupation interests, theinadequateness of transformation of government’s function, the imperfect legalsystem of administrative organization and administration supervision system are thedeep reasons beneath the anomie.Based on the analysis of upgrading anomie problem, the thesis puts forward fivesuggestions on how to scientifically standardize administration upgrading: firstly, tocultivate a modern administrative culture and transform governmental administration,secondly, to improve legislation of administrative organization, thirdly, to evaluateand transform governmental functions, fourthly, to enhance the administrativesupervision system, fifthly, to establish rigid financial restraint mechanism. In a word, standardizing the upgrading of administrative organizations can deepen the reform ofthe administrative system, advancing the transformation of government functions,optimize the structure of government organization as well as push forwardadministration by law comprehensively.
